The Japanese government has introduced a series of economic sanctions against Russia and Belarus since the commencement of military action by Russia against Ukraine.
In this webinar, MHM lawyers who have deep experience in advising on economic sanctions and export controls will provide an overview of Japan’s sanctions against Russia and Belarus. The cut-off date for this presentation is 12:00 am on March 10, 2022.

[Note added on March 11]
Some updates to the economic sanctions were announced on the morning of March 11 and were thus not covered in the webinar for which the cut-off date was March 10.
An overview of the March 11 updates is as follows:

  1. Addition of the following Belarusian financial institutions to the Payment/Financial Transaction Sanction Targets (Effective Date: April 10): Belagroprombank, Bank Dabrabyt, Development Bank of the Republic of Belarus.
  2. Amendment to the Export Trade Control Ordinance (a cabinet order to the FEFTA) (Effective Date: March 18):
    1. a list of concrete items under “Items controlled by multi-national export control regimes,” “General-purpose items that may contribute to strengthening military capabilities” and “Oil refining equipment” (see slide 12 of the webinar materials). The detailed specifications of “General-purpose items that may contribute to strengthening military capabilities” and “Oil refining equipment” will be stipulated in a ministerial order. While it is not clear when the ministerial order will be published, we would assume it will be published by the effective date of the cabinet order(i.e., March 18);
    2. a list of Russian entities subject to export embargo. As explained in slide 11 of the webinar materials, the sanctions on receipt of payments from, and Specific Capital Transactions with, the persons on the Embargoed Entity List have already been imposed to substantially achieve the export controls on the persons on the Embargoed Entity List. However, this amendment to the cabinet order seems to impose export controls on the persons on the Embargoed Entity List in a direct manner (i.e., not through the sanctions on receipt of payments and Specific Capital Transactions); and
    3. to introduce sanctions on the export to the Donetsk and Luhansk People's Republics.
